Thanks to the MISS Foundation, Arizona is the first state in the U.S. to change its law requiring the issuance of a birth certificate for infants who die just prior to or during labor. Previously, these families were issued only death certificates. Since Arizona's bill, Utah and Indiana have passed the same law. Bills are also pending in Minnesota, Michigan, Massachusetts, California, Illinois, Mississippi, and other states.
